The chief justice of the Virginia Supreme Court plans to retire this year. Cynthia Kinser made her announcement on Friday. Kinser was appointed by former Governor George Allen in 1997 and she was elected as a justice twice by the General Assembly. The court’s 25th chief justice was the first woman to hold the post. Kinser received her law degree from the University of Virginia.
