A sharply divided Fluvanna Board of Supervisors has approved a new residential development on the site of an old golf course. The board voted 3-2 Wednesday night to grant a special use permit for the Poplar Ridge project which could bring 300 new homes off Route 15 near Palmyra. Many of the opponents say the new development would put a strain on Fluvanna’s water supply.
