A state highway group will now consider the concept for an interchange that would take Rio Road over 29 North. The Commonwealth Transportation Board has the final say on spending state highway money. They recieved the proposal Tuesday from former VDOT commissioner Philip Shucet, who’s been leading the recent meetings on the future of Route 29. Part of the plan involves taking Rio over 29 in a so-called grade-separated interchange, a study of a similar interchange at Hydraulic Road, extending Hillsdale and Berkmar Drives, and a new ramp at Best Buy. Supervisor Ken Boyd, a longtime supporter of the western bypass, says building the interchanges would be disruptive. Boyd was a guest on The Schilling Show. He says the western bypass would have been cheaper than the total cost of the grade-separated interchanges. Opponents of the western bypass say it would have been a waste of money and would have done nothing to improve traffic flow in the Route 29 corridor.
