Virginia government has ended a budget year with a $262 million general revenue surplus. That is just an estimate, since the final size won’t be known until August when unspent agency balances and other cost-control measures are added in. It also means, as we previously reported, state employees will get their first pay raise in six years. Total general revenue collections increased 5.3 %.
