There’s an exhausive list of new laws that take effect Monday and one that has the biggest impact on Virginians is a transportation package. It includes a more than 6 cents per gallon decrease in the gasoline tax, and a three-tenths of a per cent increase in the general sales tax. The package won the backing of most General Assembly members who represent heavily populated areas of Virginia. Chap Petersen (D-Fairfax City), who represents areas around George Mason University, is an exception. Petersen (pictured) says the legislation is more complicated than it needs to be.
